I think that during traffic peak hours the public transport should be free of charge for example from 7.00-9.00 am and 4.30-5.30pm so that more people would be tempted to try to use the public transport since it would be free (for work) in which could result in decrease in traffic during the rush hours.
I agree with it, but then again I assume it's the time frame when they get the most amount of customers and money.
