To promote sustainable private pensions people should be allowed to not pay an appreciable part of their N.I. The current rebate is too low to push these pensions as replacements to the state pension. The state pension is then calculated versus the contributions made with the equivalent paid out by the state during retirement. All N.I. payments not made need to go into an approved private pension scheme. Instead of an end of year refund a don't pay model should be used to maximize contributions.
