No more political transfers in civil service and government owned entities. When a transfer needs to be given, before it becomes effective, employee is to be informed in writing about the reason for such transfer. Employee will have the right to contest this decision with Ombudsman before such transfer becomes effective. If Ombudsman finds that it was politically motivated, transfer will be withdrawn and manager issuing same will face disciplinary procedures.
