Tax unused third residences. Any residence belonging to a person who already owns two other residences (his home and his summer residence), or any property that belongs to two or more entities (families or companies), which is unused, should have a minimum tax applied per square meter depending on locality. This would slowly flood the rental / purchase market with usable property, lower rent, and promote reuse of property.
