I believe that to date no one has ever thought about the housewives who dedicated their lives for the upbringing of the children, working more than 40 hours a week, without any compensation. To add insult to injury, they are not even entitled for a pension, since they fall short of the minimum 15 years of Social Security Contributions.
Mothers are allowed to pay any contributions that were not paid during the time they stayed at home to look after their childern to be able to have a decent pension.
Some older people may only have worked for a short while before marriage if at all, which was the norm. It is not possible to pay a lifetime's contributions out of the one (husband's) pay. They stayed home taking care of the family and bringing up their children. Now, being older, the probability is that they are looking after aging parents.
