Make owning and running more than 1 car more expensive through tax/road license, at the same time, subsidise scooters and motorbikes of 125cc or lower. The impact will lead to more mopeds on the road making flow of transport better and less polluted (newer) mopeds are extremely efficient. This will also have a positive impact on the environment and public transport which will also flow faster. 1 car = approx 3 mopeds on the road in terms of space.
